Cleared to ship, before it ships.

MGS helps determine how a product is controlled, what authorization or filing is required, what the end-use and end-user documentation must support, and what needs to be completed before the shipment leaves the United States.

Recognize this?

Signs you may have a problem.

You are unsure whether a product is EAR99 or subject to a specific ECCN.
A customer or end user is in a country that requires additional review.
The shipment may require a BIS license, license exception, or supporting end-user documentation.
SNAP-R, AES/ITN, or export filing requirements are delaying the shipment.
Sales, logistics, and engineering have different answers about export requirements.
A controlled product is ready to ship but the authorization path is still unclear.

Where we look

What MGS checks.

Technical depth

Capabilities.

  • Shipment-specific escalation and documentation coordination.

What success looks like

Know what authorization is required, have the documentation ready, and reduce the chance that a controlled shipment reaches the dock before compliance has caught up.

Common questions

Asked in exporters' own words.

Does this product need an export license?

It depends on the product, the destination, the end user, and the end use. The answer starts with an ECCN / EAR determination, which establishes whether the item is controlled and whether a BIS license, a license exception, or no license applies.

Is this ECCN correct?

It should be defensible from the product specifications, not inherited from a similar item or a supplier’s guess. We review the technical specifications against the Commerce Control List and document the reasoning behind the classification.

Can we ship this item to this country and end user?

Destination, end user, end use, and restricted-party screening all need to be checked, and the answer can differ for the same product. We review each and identify what authorization or documentation the shipment needs.

What does BIS need from us?

For a license application, BIS needs a complete SNAP-R submission with product technical data, end-user and end-use information, and supporting documents. We help prepare the application and the support behind it.

How do we handle SNAP-R, AES, or the ITN?

SNAP-R is the BIS licensing portal, AES is the export filing system, and the ITN is the proof the filing was accepted. We help determine what filing is required, prepare it, and confirm the record before the shipment moves.

What documents should we have before the product is ready to ship?

The classification determination, any license or exception analysis, end-user statements and transaction documents, and the AES filing. Getting those complete before the dock is what keeps a controlled shipment from waiting there.
